Cierra G. Saylor-Lipscomb (CGSL) is the Founder and Chief Consultant of Watermelon Strategies, a consulting collective that partners with leaders and innovators to expand their impact by setting new standards of excellence in leadership, communications, policy, and global affairs. She is also a former U.S. Diplomat with the U.S. Department of State, bringing more than a decade of experience in government relations, international affairs, and cross-cultural communications.
Originally from Bloomfield, Connecticut, and partially raised in Atlanta, Georgia, Cierra brings the perspective of both small-town roots and vibrant city life to the global stage. Her leadership is grounded in a deep commitment to community, partnership, and progress.
During her diplomatic career, Cierra served in Washington, D.C., Europe, the Middle East, and the Eastern Caribbean. She delivered political and economic analysis, led multilateral negotiations, and shaped policy initiatives on issues ranging from national security and climate preparedness to financial inclusion and human rights.
Prior to her government service, Cierra spearheaded initiatives with the Educational Testing Service (ETS) in Princeton, Upward Bound Program in Washington, D.C., and American Institute for Foreign Study in London. In these leadership roles, she designed and advanced transformative programs that expanded educational access, unlocked opportunity, and empowered the next generation of leaders.
Cierra earned a Master of Arts (MA) in Security Policy, with concentrations in intelligence and conflict resolution, from The George Washington University’s Elliott School of International Affairs. She also holds a Bachelor of Arts (BA) in International Relations and Psychology from Richmond, The American International University in London. Together, these studies shaped her global perspective and expertise in navigating complex political, economic, and cultural landscapes.
